The Virginia Energy Assistance Program (EAP), through the Virginia Department of Social Services, assists low-income households in meeting their immediate home energy needs. The EAP consists of four components: Fuel Assistance, Crisis Assistance, Cooling Assistance and Weatherization Assistance.

We partner with area nonprofit organizations to help support our community and our members. If you are in need of emergency energy assistance, please contact a local agency.
Each month, we "round up" participating customers' monthly bills to the next dollar amount. That money is then distributed from the ORU fund to charitable organizations that help low-income families. NOVEC pays all administrative costs of the program.
